1. Start a RHEL-7.9 VM in Azure. Update systemd related packages to 219-74.el7.x86_64
# rpm -Uvh libgudev1-219-74.el7.x86_64.rpm  systemd-219-74.el7.x86_64.rpm  systemd-libs-219-74.el7.x86_64.rpm  systemd-python-219-74.el7.x86_64.rpm  systemd-sysv-219-74.el7.x86_64.rpm
2. Reboot
3. Check /var/log/messages

Actual results:
There are error messages

Expected results:
No error message

Additional info:
- It's a regression in systemd-219-74.el7.x86_64. It doesn't exist in systemd-219-73.el7_8.6.x86_64
- Also observed in Hyper-V
- Not observed in AWS
