This bug was initially created as a copy of Bug #1817951


In order to fix https://bugzilla.redhat.com/show_bug.cgi?id=1814693 we need to backport https://review.opendev.org/675891 to OSP13.

OSP15 is EOL, the feature backport (which only applies to <=15) has been implemented in OSP13.
