Description of problem:
Edit flow doesn't have a sticky footer

How reproducible: Always

Steps to Reproduce:
1. create a resource of kind DC
2. Got to topology page, right-click on the resource
3. Click on option Edit <resource-name>
4. Notice the footer is not sticky

Actual results:
Edit form doesn't have Sticky footer

Expected results:
Edit form should have stick footer
