1. modprobe powernow-k8
2. cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_available_governors
3. userspace performance show up, powersave does not
  
Actual results:
userspace performance are listed, powersave is absent

Expected results:

userspace performance and powersave are listed
