Tested with cloud-init-19.4-4.el8, the issue is fixed.
The ds-identify path is changed from /usr/lib/cloud-init/ to /usr/libexec/cloud-init/, cloud-init basic functions work well.

Test version:
$ uname -a
Linux huzhao-83-test1 4.18.0-211.el8.x86_64 #1 SMP Thu Jun 4 08:08:16 UTC 2020 x86_64 x86_64 x86_64 GNU/Linux

$ rpm -qa | grep cloud-init
cloud-init-19.4-4.el8.x86_64

Change the status to VERIFIED.
