Description of problem:
When running satellite-installer with --enable-foreman-plugin-rh-cloud parameter, the installation fails with the error "Execution of '/bin/yum -d 0 -e 0 -y install tfm-rubygem-foreman_rh_cloud' returned 1: Error: Nothing to do" and a traceback.

Steps to Reproduce:
1. # satellite-installer --enable-foreman-plugin-rh-cloud

Actual results:
Executing: foreman-maintain packages -h
Executing: foreman-maintain packages is-locked --assumeyes
Package versions are locked. Continuing with unlock.
Executing: foreman-maintain packages unlock --assumeyes

This seems to work just fine on snap 6. Could we verify this?

Yes, this works. The Satellite can be installed with this parameter and the Inventory plugin is successfully enabled.

Just flip it to ON_QA and I'll verify it right away.
