Description of problem:

Some packages (such as python-gmpy2) currently can not be backported from recent Fedora releases as they require mpc >= 1.0.3

RHEL 8.1 currently has 1.0.2.

If the release can be upgraded in a future point release, the reverse dependent packages can be built.

1. Try to compile python-gmpy2 2.1
2. It complains that it needs mpc >= 1.0.3
