Description of problem: Cluster Plane health on Overview is visible but metrics are not


Steps to Reproduce:
1. Use IBM cloud where Cluster Plane metrics are not available
2. Open overview
3. Cluster Plane health is visible

Expected results: Cluster plane health is hidden
