Description of problem:
Cleanup of the Credential Modal as per UX designs.

Steps to Reproduce:
1. Go to Pipelines Nav item
2. Start a pipeline
3. Go to `Advanced Options` in the Start Pipeline Modal

Actual results:


Expected results:
- The help text at the start of the section should be updated as per UX
- The secret sectionIndent should be indented
- "Secrets (#)" header should be removed
- the secrets section should have proper spacing
- The section title should be updated
- The help text under the new section title should be dropped
- A sub-title should be added in bold for the "SecretAnnotation" component
- The "Access To" and "Server URL" fields should be stacked
- Help text should be added to "Server URL"
