Description of problem:
The output of crm_mon has been changed since Pacemaker-2.0.3, so master/slave of pgsql doesn't work properly.

This fix corresponds to the crm_mon output of Pacemaker-2.0.3.

Steps to Reproduce:
1. Setup pgsql resource with Pacemaker v2.03

Actual results:
Fails due to new crm_mon output format.

Expected results:
Works despite new crm_mon output format.

Patch to use XML output for better backward/forward compatibility as discussed w/Patrik and Ken: https://github.com/ClusterLabs/resource-agents/pull/1518

It also fixes the lack of check for OCF_RESKEY_CRM_meta_promotable in ocf_is_ms().
