Describe the issue: 
In the whole document, we state that the minimum required version of RHV for OCP deployment is 4.3.9 (which also implies 4.3.3 for example). However, there was a change in the installer that now necessitates usage of RHV 4.3.9.4 or higher - according to Roy Golan. I can verify, that installation of OCP4.5 on RHV 4.3.9.0 fails. However, I didn't verify that the installation passes specifically on 4.3.9.4 due to QE capacity. 

Nevertheless, I verified that the issue describe in https://bugzilla.redhat.com/show_bug.cgi?id=1835758 was not encountered in RHV4.3.10.3.

Suggestions for improvement: 
I suggest bumping up the minimum version of RHV to 4.3.10
