Description of problem:
For every Elasticsearch node that starts, the initialization logic is run which is unnecessary and slows down new nodes starting up and being ready.

How reproducible:
Always

Actual results:
Every node tries to initialize the cluster

Expected results:
Only one node initializes when necessary

The ES cluster is coming faster than before 4.4. and no error was found. move to verified.
