The CSV has OPERATOR_IMAGE_VERSION and OPERAND_IMAGE_VERSION env. variables that are useless - they're used in deployment of CredentailsRequests, but we already have a better mechanism for that.

This is more or less cleanup bug, it simplifies dist-git sync scripts a bit - they don't need to worry about filling the VERSIONs.

Reusing this bug also to rename env. variables used to tell the operator what driver / sidecar images to use
(DRIVER_IMAGE -> RELATED_IMAGE_DRIVER etc). It's required by OSBS. And not really useful to anyone else.
