This is still planned, but not implemented yet.

@Dan, a number of improvements were made to c/image (e.g., early commits) which lied the foundation to implement blob locking.  If you want to, we can start working on it but we need to plan for it.  I estimate 2 weeks of work.

I believe we should do this, as we move to Edge and other cases, we don't want to waste bandwidth.

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
