Description of problem:

frame-title-format does not display as configured in .emacs file.  The frame-title-format setting in /usr/share/emacs/site-lisp/default.el overrides the setting in .emacs unless you add (setq inhibit-default-init t) at the end of the .emacs file BEFORE frame-title-format.

Easily reproducible

Steps to Reproduce:
1. Change frame-title-format in .emacs
2. Relaunch emacs.

Actual results:

The title customization is not applied.

Expected results:

The title customization is applied.

I found the workaround in a stackoverflow thread, https://stackoverflow.com/questions/25601550/why-my-frame-title-format-does-not-work.

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
