Description of problem: Layered package installation fails.


Version-Release number of selected component (if applicable): Fedora-IoT 33 RC 20200521.0 IoT disk image, aarch64 on a pi3


How reproducible: Every time


Steps to Reproduce:
1. Install wget: rpm-ostree install wget


Actual results:
error: Checkout filesystem-3.14-2.fc32.aarch64: opendir(local): No such file or directory


Expected results:
wget to be installed.
