Description of problem:
keepalived sidecontainer isn't deleted when a router is deleted

Version-Release number of selected component (if applicable):


How reproducible:
Deploy osp16 with ml2ovs


Steps to Reproduce:
1.Create a router
2.delete the router
3.Check that sidecontainer isn't deleted

100% reproducible

(overcloud) [stack@undercloud-0 scripts]$ cat ../core_puddle_version
