Cause: builds did not process Dockerfile build arguments correctly in some situations
Consequence: build failed because it did not expand the build argument correctly
Fix: Dockerfile build argument processing fixed

Removing the dependency on https://bugzilla.redhat.com/show_bug.cgi?id=1801875, as the required containers change is in openshift/imagebuilder (which doesn't ship as a separate CLI/component).
