to workaround, run this on the machine

wget https://raw.githubusercontent.com/theforeman/puppet-foreman/master/manifests/plugin/leapp.pp -O /usr/share/foreman-installer/modules/foreman/manifests/plugin/leapp.pp

This bug has been successfully verified on 6.8 Snap3.
