Cause: Role and RoleBinding for let monitoring scrape metrics for operators when the `operatorframework.io/cluster-monitoring=true` is set, are not created when creating suggested-namespace
Consequence: Monitoring metrics scraping fails
Fix: Create Role and RoleBinding for let monitoring scrape metrics for operators when the `operatorframework.io/cluster-monitoring=true` is set
Result: Monitoring metrics scraping succeeds
