Description of problem:
I plan to introduce postfix-mta-sts-resolver in Fedora very soon and this is a dependency (via python-uvloop).

I'm working in the OSPO Comminfra Team and if we also use Fedora sometimes we mainly use EL8 in our infra and this is really needed.

It rebuilds fine: https://copr.fedorainfracloud.org/coprs/duck/osas-infra-team-rpm-repo-devel/build/1399014/

On Copr there is not source cache and it requires changes from this PR: https://src.fedoraproject.org/rpms/libuv/pull-request/2

This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle.
Changing version to 33.

EPEL rules forbid this. RHEL/CentOS 8 ships libuv already.

We are working on a way to get libuv-devel made available for EPEL 8 without conflicting with the RHEL version.
