Additional info:
It is listed if I:
 * run "dnf repolist all"
 * run "dnf repolist disabled"
 * change repo config from [rhel-CRB] to something else (even [rhel-crb] works)
 * enable the repo

The issue is already fixed in upstream (tested with dnf-4.2.23).
