This was probably a result of the python 3.9 rebuild due to a broken OpenCV.  Once OpenCV was fixed I triggered the necessary rebuilds for other dependencies.  As far as I can tell this has been fixed as part of the boost rebuild, and will be resolved when that side tag is merged.

Wouldn't it make more sense to wait for large side-tags and rebuild events to settle out before trying to file these bugs for uninstallable packages?  Does whatever tool you're using to file these bugs detect when the packages are installible again and close the corresponding bugs automatically?  Is there any documentation for how these bugs are being generated so I could know when it's appropriate to close the bug?
