Fixed in ignition-0.35.1-11.rhaos4.5.gitb4d18ad.el8

Should be available in the latest 4.5 nightly releases

@wjian Could you repeat your test using a 4.5 nightly?

Verified using bundled CA resources works in latest 4.5 nightly (45.81.202006171436-0) which has ignition-0.35.1-11.rhaos4.5.gitb4d18ad.el8.x86_64
