I see the failure on many providers like packet and devscripts.

This test is poorly named, for the multi-stage jobs, this is the task that does all the setup stuff like image building.  There was a breakage that was causing jobs to fail with errors like "an empty namespace may not be set when a resource name is provided," but has since been fixed.
