The Test-Simple in EL-7 pre-dates the merge of Test2 into Test-Simple; you could try building perl-Test2 (last version in Fedora was 0.44) for EPEL-7 and see if Test-Needs works with that. I suspect it would. I suspect it would. I tested it and it works (perl-Test-Needs passes its own test suite anyway). Petr, would you consider branching and building perl-Test2 for epel7 (there's no longer a BZ component for perl-Test2 in either Fedora or Fedora EPEL)? I'll take it if you're not interested in historical artefacts. I will add perl-Test2. perl-Test2 review is bug #1843426.
