Description of problem:
When a non containerized cluster was tried to be converted to containerized cluster, OSDs collocated with monitor and mgr were not converted

Version-Release number of selected component (if applicable):
ceph-ansible-4.0.23-1.el8cp.noarch

How reproducible:
Tried just once

Steps to Reproduce:
1. Configure non-containerized cluster and run switch-from-non-containerized-to-containerized-ceph-daemons.yml

Actual results:
OSDs collocated with mon+mgr are ignored to be switched

Expected results:
All OSDs needs to be switched to containerized daemons.
