Description of problem:

RHEL 8 currently ships popt 1.16 which is ten years old, is missing several important fixes (including security-oriented) and whose original upstream has dropped off the net more than a year ago. We should rebase popt to a maintained version from the new rebooted upstream:

popt-1.18-1.el8 built, but stuck in gating due to some apparently general outage/failure with leap upgrade tests for now.
