The work is ready to go.

1,3: 1842174 has 30 customer cases waiting, this is a high profile bug that adversely affects many customers.
We want to show that we are responsive and release an 7.8.z package, but we need 7.9 acks to be able to commit the same code in dist-git

2: The risk is low, we have automated tests and well defined QA procedures to test ca-cert bundle changes.

The Z-stream package was later released in RHEL 7.9, so closing this as fixed in current release.
