Description of problem: Energy certification on the P1G2 with Fedora32 just marginally failed the E8 star testing. 
By tweaking the settings for the wacom device and the EMV card reader we're able to pass the certification.
Upstream patch has been raised and is under review:
https://github.com/systemd/systemd/pull/16113

We want to make sure that we release a system that meets the Fedora rules for being unmodified from Fedora content, but we can't ship without energy certification passing.

Please look at pulling this patch into Fedora32 - my understanding is this is possible in parallel. 

I'll work with the systemd community to get it updated there. There is an interesting conversation started about using a hwdb which I'll help with - but if that gates this fix we'll have to pull the P1G2 Fedora ship until a solution is available - I'm hoping we can work on that implementation separately :)

Steps to Reproduce:
1. Perform E8.0 certification test
2. Confirm that eTec result exceeds maximum permissible
3. Change the power settings for the two USB devices
4> Repeat cert test and confirm now passing

Actual results: Failed E cert test


Expected results: Passed E-cert test
