Verified in 4.6.0-0.nightly-2020-07-21-004949 on top of OSP 13.0.12 2020-07-09.1 puddle.

Ocp cluster has been installed successfully and NP and conformance tests run afterwards.
All the NP tests passed and the expected ones failed from conformance suite.

Kuryr-cni pods were restarted during conformance tests, and the NetlinkError exception is
still raised, but kuryr-cni is able to recover from it.
