With FreeIPA 4.8.7 the functionality provided by ipa-idoverride-memberof plugin was merged into FreeIPA core: https://freeipa.readthedocs.io/en/latest/designs/adtrust/admin-ipa-as-trusted-user.html

It means that this package needs to be removed from idm:DL1 module stream and the package has to be deprecated.

Tested on RHEL8.3 with ipa-server-4.8.7-4.module+el8.3.0+7221+eedbd403.x86_64

Package has been removed from idm:DL1 module stream
[root@~]# dnf module list
