Request to backport the following upstream bug fix [1] for Openshift Haproxy Routers in OCP v3.11

I’m adding UpcomingSprint, because I was occupied by fixing bugs with
higher priority/severity, developing new features with higher
priority, or developing new features to improve stability at a macro
level. I will revisit this bug next sprint.

It is noted that in the latest "v3.11.219" payload the backport has been introduced and the Haproxy specific metrics are now available.
