Description of problem:

pam_motd spews errors:

sshd[18088]: pam_motd(sshd:session): pam_motd: error scanning directory /etc/motd.d
sshd[18088]: pam_motd(sshd:session): pam_motd: error scanning directory /run/motd.d
sshd[18088]: pam_motd(sshd:session): pam_motd: error scanning directory /usr/lib/motd.d

Version-Release number of selected component (if applicable):
pam-1.3.1-13.fc28.x86_64

Steps to Reproduce:
1. ssh into machine

Expected results:
No error messages in logs

Additional info:
I would suggest that pam provide empty /etc/motd.d, /run/motd.d, and /usr/lib/motd.d directories.

As commit https://github.com/linux-pam/linux-pam/commit/f9c9c72121eada731e010ab3620762bcf63db08f has not been included in RHEL this bugzilla is not present in RHEL. Taking into account this information I'm closing it as notabug.

This issue has made it into CentOS Stream 8; it's present in pam-1.3.1-18.el8.x86_64
