Migrate doesn't works  if destination option isn't used

How reproducible:

Deploy routed provider environment and try to migrate a vm



Actual results:
Error

Expected results:
vm should migrate if there is resources in other computes in the same segment

This may be similar to bug 1848482, nova/placement ending up using an incorrect segment for the target compute node. This will also be retested with availability zones
