Description of problem:
The memory (container_memory_rss) of tekton-pipelines-controller pod increased from 119MBs to 178MBs

Version-Release number of selected component (if applicable):
This is on Openshift Container Platform 4.4.6

How reproducible:


Steps to Reproduce:
1.Have 100 Pipelineruns execute in parallel 
2.Perform the above every 2 days
3.Observe the container_memory_rss over a few days in openshift-pipelines namespace

Actual results:
Memory increases when the cluster is idle

Expected results:
Memory shouldn't increase when the cluster is idle
