Apologies for somehow missing this bug.

First and foremost, "root" limit == the default limit.  That's just how default quotas are implemented.  Agreed that better documentation is needed, or possibly even printing "default" rather than "root."

As for "The fact that the xfs_quota limits cannot be set to any value less then the block size"

The minimum unit of space allocation is one filesystem block; it is not possible to allocate 1k of disk space on a 4k block filesystem.  Can you please explain this question a bit more?
