Description of problem:

Steps to Reproduce:
1. Attempt to build a package that has a dependency on xml-security-c in epel8 branch

Actual results:
Package xml-security-c-devel is not found in epel8 repositories

Expected results:
Package is found and build succeeds

Hi, 

xml-security-c is not available at all on epel 8 or 9 

Maybe we should request to branch xml-security-c for epel-8 and epel-9


@kloczek.gda.pl , I'd like add this package to epel-8 and epel-9 , I can do it if you add me as admin my fas is sergiomb
