Please, add perl-Email-Valid to EPEL8.

In order to build perl-Email-Valid, the following BuildRequires must also be added to EPEL8:

* perl-Net-DNS
* perl-Scalar-List-Utils
* perl-Test-Simple
* perl-Capture-Tiny

perl-Email-Valid has an EPEL8 branch now, and when the deps are present, please let me know, and I will build.

Hi Tom, I just checked build and there shouldn't be missing deps for epel8 now. Could you proceed with the build, please?
