Description of problem:

The current version/release of python3-libnmstate needs a newer Networkmanager-libnm (>= 1:1.22.16) than what's available on Fedora 32 (1:1.22.14-1.fc32). This prevents the current nmstate, python3-libnmstate from being installed or updated to.

Hello, thanks for reporting this. nmstate-0.3.2-1.fc32.noarch is fixing that issue.
