Description of problem:
The package is available in epel7: http://mirrors.kernel.org/fedora-epel/7/x86_64/Packages/h/hstr-1.19-1.el7.x86_64.rpm
But it's missing in epel8: http://mirrors.kernel.org/fedora-epel/8/Everything/x86_64/Packages/h/

How reproducible:
Add EPEL repo to CentOS8 machine, and try to install the package:
dnf install hstr

Steps to Reproduce:
1. run dnf install hstr

Actual results:
# dnf install hstr
Last metadata expiration check: 0:11:24 ago on Mon 29 Jun 2020 10:10:38 AM PDT.
No match for argument: hstr
Error: Unable to find a match: hstr

Expected results:
The package is installed
