Description of problem:

Feature request to add support for TSO (TCP segmentation offload) in OVS-DPDK. Upstream patch is:

Importance of this patch is that, it would provision enabling TSO in OVS-DPDK during overcloud deployment, if requested through heat templates as below:

ComputeOvsDpdkSriovParameters:
OvsDpdkEnableTSO: true

By default, TSO is turned off during deployment.
