Description of problem:
Requesting backport of upstream bug in RHOSP15:
 - https://bugs.launchpad.net/horizon/+bug/1822245

Version-Release number of selected component (if applicable):

How reproducible:
always

Steps to Reproduce:
1. Edit existing subnet that was created with toggled 'Disable Gateway'
2. The form cannot be submitted


Actual results:
The form cannot be submitted

Expected results:
The form should be submittable as it is a valid state

Since there will be no z-stream releases of osp15 anymore, backporting this makes no sense.
