Description of problem:
Brick Evict or device remove is failing with the error "Unable to get volume info from gluster node" when the node is down where brick or device exist

Version-Release number of selected component (if applicable):
3.11.5-async
heketi-9.0.0-9.3

How reproducible:
100%

Steps to Reproduce:
1. Create 4 node cluster
2. Create some vols
3. Bring down the one node
4. Remove the device or brick from the node which is down
