Description of problem:
Rebase corosync to get new config reload system. This also supports reloading of crypto config.


Expected results:
New corosync (3.1.0) is packaged. There are no regressions.

Additional info:
Full regression test suite must be run.

only packaging to be verified as part of this bz, plus automated regression testing

regression tests found no issues, package ships the 3.1.0 upstream release. moving to verified.
