Description of problem:
Just running check for upgrade causes the action to fail on internal server error with not many further information.

Version-Release number of selected component (if applicable):
ovirt-engine-4.4.1.8-0.7.el8ev.noarch

How reproducible:
always

Steps to Reproduce:
1. run z-stream upgrade on an engine
2. check for upgrade on a host
3.

Actual results:
fails with internal server error

Expected results:
finds updates (if you updated the repos properly)

Same for upgrade, likely something happened to ansible runner service after z-stream upgrade.

ansible runner flows are broken in 4.4.1.8
