Description of problem:
Historically meson has searched $PATH to find config binaries, but in meson 0.55 this has been stopped:

https://mesonbuild.com/Release-notes-for-0-55-0.html#config-tool-based-dependencies-no-longer-search-path-for-cross-compiling

Thus we're unable to build mingw apps that use meson and need libgcrypt.

The /usr/share/mingw/toolchain-mingw{32,64}.meson  files need an update to include

[binaries]
libgcrypt-config = '/usr/i686-w64-mingw32/sys-root/mingw/bin/libgcrypt-config'


(or equivalent path for mingw64)

Steps to Reproduce:
1. git clone https://gitlab.gnome.org/GNOME/gtk-vnc
2. cd gtk-vnc
3. meson  --cross-file=/usr/share/mingw/toolchain-mingw32.meson build

Actual results:
libgcrypt-config found: NO need '>= 1.5.0'
Run-time dependency libgcrypt found: NO (tried pkgconfig and config-tool)

meson.build:92:0: ERROR: Dependency "libgcrypt" not found, tried pkgconfig and config-tool



Expected results:
Find libgcrypt-config for the mingw package

This all sounds fine - do you want to just go ahead and commit this?  Would be
good to have more comaintainers for this package.
