Description of problem:
nvidia-texture-tools and nvidia-texture-tools-devel are available in x86-64 epel7, but not ppc64le epel7.  According to past bug reports[3], support for ppc64le existed at some point.

nvidia-texture-tools-devel 2.0.8

How reproducible:
`yum install nvidia-texture-tools` on a ppc64le el7 system with the epel7 repo enabled
or
compare the x86-64 epel7 repo[1] with ppc64le epel7 repo[2]
