Rodolfo - since this code hasn't merged downstream and we are past the blocker freeze for 16.1.2, I think the target milestone should be changed to z3 to reflect that.

Sure, I'm trying to merge this ASAP. Actually, to avoid the ovsdbapp dependency, maybe I'll implement this code in the n-ovn 16.1 repo.

And this is a note from Rodolfo:
"I'm still waiting for a puddle containing a patch I merged in ovsdbapp. I've contacted rhos-delivery folks to know when this will happen. I've tested in our CI with the needed ovsdbapp version and all tests are passing."
So it seems like the proposed patch will work once we have an update puddle, but since we don't have one we can't merge.
