Description of problem:

After wake-up from stand-by the WiFi connection is not restored. NetworkManager tries to restore the connection but the WiFi card is not functional and the interface is eventually removed by NetworkManager.

This setup worked fine in previous version of Fedora prior 32.

How reproducible:

40% for the time.

Steps to Reproduce:
1. Put laptop in stand-by
2. Wake-up laptop from stand-by
3. WiFi connection is not restored
4. NetworkManager tries to restore the connection for the next 2-3 minutes
5. NetworkManager "gives up" and the WiFi interface is removed from NetworkManager
6. Put laptop back in stand-by
7. Wake-up laptop from stand-by
8. WiFi connection is restored
Note: No user-initiated configuration changes took place between steps 1-8.

Actual results:

WiFi connection no restored and WiFi not functional after wake-up from stand-by.


Expected results:

WiFi connection restored after wake-up from stand-by.
